Manila, Philippines (AHN) -- A lawmaker in central Philippines on Wednesday has proposed to lock up the doors of the Congress session hall after the roll call to prevent lawmakers from "escaping" and ensure the passage of key legislations. Pedro Romualdo, a lawmaker from Camiguin in central Philippines said in a statement, "We close the door after roll call, lock it, so nobody will get out." He made the proposal because of the rampant practice of some Filipino lawmakers to leave the session hall 30 minutes after the roll call. The issue of quorum has long been a problem in Philippine Congress. Romualdo said the need to maintain a quorum was made noticeable when a bill granting higher exemptions to taxpayers were not approved on Tuesday because of lack of quorum. He adds, "Had there been a quorum, the bill would have been approved." Opposition lawmaker Salvador Escudero also echoes Romualdo's observation. "They will automatically become the regional whips, to assure that every region will have majority presence," he said on the floor. "Today we started the roll call at 5 p.m. then at 6:15 p.m., the room temperature becomes very cold because of the fact we don't have warm bodies anymore," Escudero said.
