Star gazer Joyce Levine says planetary conditions are ideal for romance at this time, particularly the position of the moon, which influences mood.

However, she cautions against proposing after that time, because once 7:26 p.m. rolls around, "Saturn rules and puts a damper on things."

Levine says a late romantic lunch around 2:30 p.m. is the perfect time to tell someone you love them, because it's the best time for communication, while a heart-to-heart around 6 a.m. is a good time for emotional expressions.
