The local community board says it won't be able to review petitions collected by The Hip Hop Summit Youth Council until September, because they were turned in too late. A spokesman for the campaign tells "Newsday" he fears the delay will mean the tribute won't take place until after the October 30th anniversary of Jam Master Jay's death.
