Due to its geographical proximity to Philadelphia, Newark, and New York, Delaware continues as the ideal transshipment location for drugs. Dominican distributors from Philadelphia and New York City are moving into Wilmington, Delaware, to distribute large quantities of heroin and cocaine. This movement to Wilmington is attributed to the perception of a lesser law enforcement presence in Wilmington compared to Philadelphia and New York.

Cocaine: The availability of cocaine has increased in Delaware. Dominican cocaine distribution organizations with connections to Philadelphia and New York are moving operations to Wilmington where there is a perception of a lesser law enforcement presence. State and local law enforcement officials report an increase in the availability of crack cocaine. Crack cocaine use continues to infiltrate a variety of populations in the small urban and rural localities throughout the state of Delaware, regardless of economic status or ethnic background. The crack cocaine market is driven by violent and well-organized Dominican and African-American groups. Philadelphia remains the primary source for bulk quantities of crack cocaine.

Heroin: The availability of heroin remains stable in Wilmington, Delaware. While Philadelphia remains the primary source city for heroin used and distributed in Delaware, there is evidence that bulk heroin is now available in Delaware. The majority of the heroin distributed in Delaware is transported from Philadelphila by “day trippers,” who drive to Philadelphia and return with quantities of heroin that fall short of the minimum mandatory trafficking statues. There is a recent rise in the demand for heroin in New Castle County , Delaware.

delaware methamphetamine arrests Methamphetamine: Methamphetamine remains readily available and used throughout Delaware. Philadelphia and its surrounding counties is the source for most of the methamphetamine consumed in Delaware.

Club Drugs: MDMA (Ecstasy) remains readily available primarily at rave parties and nightclubs in the Wilmington, Delaware, area. Gamma hydroxybutyric acid (GHB), the GHB precursor gamma butyrolactone (GBL), and Ketamine are available in Delaware nightclubs. Delaware reported the first known seizures of a drug known as “5-MeoDiPT (5-Methoxy-di-isopropryl-tryptamine) better know as FOXY -Methoxy or FOXY, a synthetic chemical tryptamine. The two seizures of FOXY in Newark and Southern Delaware, are described as crudely pressed purple or red color pills with no markings ordesign. FOXY is reported be similar to MDMA and GHB in it hallucinogenic qualities. The effects of FOXY, however, are more potent than other designer drugs. New York City remains a primary source area for retail quantities of MDMA.

Marijuana: Marijuana continues to be readily available throughout Delaware. There is an increase in “high quality” marijuana, particularly in Newark, Delaware. Localities in Delaware remain a transshipment point for marijuana due to their proximity to major thoroughfares. Package deliveries (primarily UPS and FEDEX) from the Western and Southwestern United States, are used to bring marijuana into Delaware.

Other Drugs: The large-scale diversion from independent retail pharmacies remains a problem throughout Delaware, based on several investigations on pharmacy owners who divert pharmaceutical drugs for financial gain. Unlicensed pharmacy technicians continue to be an increasing source of diversion from retail and hospital pharmacies throughout Delaware.

DEA Mobile Enforcement Teams: This cooperative program with state and local law enforcement counterparts was conceived in 1995 in response to the overwhelming problem of drug-related violent crime in towns and cities across the nation. There have been 348 deployments completed resulting in 14,794 arrests of violent drug criminals as of June 2002. There have been two MET deployments in the State of Delaware since the inception of the program– both in Wilmington. These deployments resulted in 110 arrests and the seizure of 1 pound of cocaine, 3.3 pounds of crack cocaine, 1.1 pounds of heroin, and 44.5 pounds of marijuana. Also seized were 17 firearms, 4 vehicles, and over $8,500 in U.S. currency and property.
